MONDAY, JULY 23

CHILD HEALTH INSURANCE. A Senate committee approved a plan to expand health insurance for children of low-income working families, paving the way for a clash with President Bush. What’s the future of health care plans for uninsured children?

ALSO, DEADLY CANAL. To save water, the federal government is lining with concrete the All American Canal, a waterway that carries water from the Colorado River. When the lining is completed, water will flow faster, and the canal sides will be steeper. The canal runs parallel to the Mexican border and is crossed by many undocumented migrants. Critics say the lining will lead to an increase in canal drownings.

A Human Rights Watch report titled "Forced Apart: Families Separated and Immigrants Harmed by U.S. Deportation Policy" analyzes the effects of the deportation of hundreds of thousands on families and communities in the U.S. These deportation policies that have separated 1.6 million children and adults are "cruel and senseless," says the group.

GUADALAJARA SIMULCAST: TRES POR UNO. This is a cross-border simulcast with the three-station network of Sistema Jalisciense de Radio y Televisión in Guadalajara, México. In this edition, leaders of Jalisciense clubs in the U.S. and state government representatives discuss plans to help develop basic utility services in hometowns of Jalisco émigrés. Under the local development project, called Tres por Uno, government agencies match funds provided by émigré community-based organizations. This is a follow up to a recent town hall meeting in Los Angeles.

Ramírez interviews community activist José Antonio de la Cruz, with the NGO Voces Ciudadanas, on the detention and imprisonment of attorney Santiago Pérez Alvarado, a well-known human rights activist and leader of the Mazahua indigenous community. She also interviews oppositionist commentator Mario Di Constanzo on the case of Zhenli Ye Gon, a wealthy businessman linked to drug trafficking and the Calderon administration.
