TARGETING MIGRANT HEALTH. Over a thousand health agencies and community-based groups from the U.S. and Mexico prepare to launch a joint campaign addressing migrant health needs. This year, the campaign reaches new U.S. states, including Nebraska and Kansas. This is an overview.

LICENSES VETO AND PRESIDENTIAL DEBATE. California Gov. Arnold Schwarzenegger vetoed bill that would have allowed undocumented immigrants to drive and Latino groups plan a national boycott of the state. Also, Republican George W. Bush and Democrat John Kerry clash on the war in Iraq in the first presidential debate. This program features soundbites of the debate in Miami, and reactions from congressmen Lincoln Diaz-Balart, a Republican from Florida, and Bob Menendez, Democrat from New Jersey. Listeners call in to comment on these issues.

COURTING THE VOTE. Top political campaigns in the nation have been courting the growing Latino voting group, working the crowd with greetings in Spanish, mariachi serenades and tamales. Renowned humorists comment on how to tell when candidates are serious about relevant issues or just playing piñata politics.

MIGRANT HEALTH: A BINATIONAL EFFORT. Hundreds of public health agencies and migrant-health organizations from 18 U.S. states and Mexico come together in a week of joint, bi-national events to serve low-income families. They are trying to raise awareness to the higher risk of serious injuries and illnesses that affect the mostly Mexican population of field workers. They also stress that migrant health and well-being is a bilateral responsibility. This edition provides a live coverage of the kick-off event and policy forum in Guanajuato, Mexico. The program airs segments of the speeches of Mexico's President Vicente Fox, who announces plans to include migrants in the government-funded Seguro Popular, and U.S. Secretary of Health Tommy Thompson, talking about current efforts to develop "health diplomacy" to build bridges among communities across the border. The program also features interviews with Mario Gutierrez, top leader of The California Endowment, California's largest philanthropy on health; Candido Morales, director, Instituto de los Mexicanos en el Exterior; Ector Jaime Ramirez Barba, secretary of health, State of Guanajuato; and psychologist Eva Hernandez-Thomas, professor at the School of Public Medicine, University of Illinois.

IMMIGRATION EDITION. Chicago attorney Rosalba Piña reports on a resolution by the town of Cicero that calls on Congress to order a study of the number of U.S. citizen children who are affeted by the deportation of their parents and comments on the impact of the recently-aproved HR 10 on the immigrant community. Dolores Huerta, the civil-rights leader who is leading a campaign for student and farm worker legalization, also comments on the electoral use of the immigration agenda in Congress. Piña also answers listener calls on immigrant rights and citizenship procedures.

Wednesday, October 13th

PROGRAM # 4340 - 12:00 PDT
ARIZONA: IMMIGRANT BATTLEGROUND. Arizona is a battleground in the presidential quest for electoral votes. The state is also a national battleground in the fight to deny vs. protect public benefits for undocumented workers and families. Proposition 200, a measure in the November ballot announced as Protect Arizona Now, would ban undocumented immigrants from public benefits and would force local and state employees to report suspected immigrants to federal authorities. Asserting that undocumented immigrants are voting illegally, proponents would also require proof of citizenship to register to vote and identification when voting in person. This program offers a debate on the issue. Listeners call in, most recognizing the contributions of undocumented immigrants and deploring the effects of Prop 200.

This debate focus on economic and domestic policies. In this live broadcast, listeners of the programs Nuestra Voz in Los Angeles and Línea Abierta call in to give their views about how the candidates addressed their top issues. Former U.S. Treasurer Rosario Marin, spokesperson for the Republican campaign, and Congressman Xavier Becerra, a Democratic campaign representative, debate on the presidential debate.

MIGRANT HEALTH: PENDING POLICIES. Binational Health Week is coming to an end and representatives of this migrant-oriented campaign fold activities in Washington, DC. This program airs topics such as the expansion of Mexico's Seguro Popular to migrants, Mexico's plans regarding a bill in the U.S. Congress against matriculas consulares, Proposition 200 in Arizona. It also includes recently approved laws in California: one would allow US citizens to participate in Mexican health plans, another one provides support for victims of pesticide drift. A bill encouraging the use of community health promoters was not signed by the California governor. Proposition 72, medical coverage for workers, is also a topic. A listener talked about the need to develop binational agreements to allow health care professionals from Mexico to work in the US.

PROPOSITION 72. This measure in the California ballot requires large and medium employers to pay for most of health care coverage costs for their employees. Opponents charge that the measure would be too costly for employers and workers and it would create a government-run health care system. If approved, this measure would allow an already approved law with similar provisions to go into effect. Both campaigns were invited, only one replied with a Spanish-speaking spokesperson. This program is aired in collaboration with KQED, San Francisco's public radio. The program also includes nine calls from listeners who comment on campaign issues such as driver's licenses, the war in Iraq, Prop 72 in California, Prop 200 in Arizona, and tax policies.

SIMULCAST GUADALAJARA. In this edition of the monthly simulcast series Sin Fronteras, Radio Bilingüe joins XEJB in Guadalajara to interconnect live audiences in the U.S. and Western Mexico.

DIA DE LOS MUERTOS. The Day of the Dead is a moment when the dead come to life in the Mexican folklore. In Western Mexico, deep-rooted traditions such as ofrendas, altars, and camposanto gatherings are very much alive. In this program, a calavera poetry writer and a folk troubadour share on the air how they remember their dead and how Jaliscans celebrate the holiday.

ELECTION WATCH. This is a special edition co-hosted by Radio Bilingüe and KPFK in Los Angeles. Listeners are encouraged to join this simulcast. In this edition, election observers have been invited to report on their efforts to ensure fair and transparent elections and prevent minority and poor voters from being disenfranchised in key swing states. This program also looks into unique campaigns to get new voters out to vote. Representatives from other political parties or movements are also being invited to discuss their views on the current state of a polarized electorate.
