HOLIDAY EDITION: NUESTRA MUSICA FEST. This program marks the 25th anniversary of Radio Bilingüe. The pre-recorded program features interviews with leaders of the musical groups Los Camperos de Valles from San Luis Potosí, Sones de México from Chicago and Ecos de Borinquen from Puerto Rico, ensembles that headlined the Smithsonian Institution’s Nuestra Música Festival in Washington, DC. This program is co-hosted by Ligia Mazariegos, from the twelve-station network of Radio Michoacán in Morelia, México.

TEXAS EDITION – IMMIGRATION ADVICE. Chicago attorney Rosalba Piña, guest commentator, talks with advocates of the DREAM and Student Adjustment Acts. These are pending legislative bills to help undocumented students pursue higher education by allowing them adjust their status, and apply for financial aid and work permits. Piña also answers listener calls on immigrant rights and citizenship procedures.

TACO TRUCKS. The National Association of Mobile Taco Vendors elected a woman as president. Estela Jiménez from Houston was recently sworn in as the chair of this fledgling organization. In this conversation, Jiménez discusses pressing issues, including regulations restricting sales by taco trucks and the conflict between restaurant owners and taco vendors.

BORDER VIGILANTES IN TEXAS. The Coalición Internacional de Mexicanos en el Exterior asks government authorities to look into the activities of migrant-hunting vigilante groups that announce the beginning of operations in Texas. Leaders of the coalition will visit the city of Goliad to meet with growers and community leaders about the so-called Minutemen. Also, lawyer groups in California are gearing up to watch the vigilante groups along the border mountains.

HAND-WEEDING REGS. After years of pressure from farm worker advocates, California authorities developed new regulations to restrict the backbreaking practice of hand weeding in agricultural fields. While some employers may be allowed exemptions, the new regulations place the burden of justifying the use of hand weeding on employers.

PESTICIDE DRIFT FINES BILL. A bill pending in Sacramento would tighten enforcement of existing pesticide-application laws and enhance fines for pesticide drift incidents. Sen Martha Escutia’s bill calls for expedite pesticide drift investigations and better protections for victims of pesticide poisoning. Influential grower groups oppose the measure. This is a discussion on the issue.

The patient navigator project, an initiative sponsored by congressman Robert Menendez to assist underserved patients and families in negotiating the health care system has passed Congress. Dr. Elmer Huerta shares details of the new law, inspired on his preventorium model. Dr. Huerta also talks about free or low-cost health services and programs available for the low-income and the uninsured.

TEXAS EDITION – CITIZEN CHILDREN OF UNDOCUMENTED PARENTS AND IMMIGRATION ADVICE. Chicago attorney Rosalba Piña, guest host, talks with Stephanie Palomar, a twelve-year-old U.S.-born child of undocumented parents. Millions of citizen children like Stephanie face deportation or separation from their families. Piña comments on these cases and also answers listener calls on immigrant rights and citizenship procedures.

TEXAS EDITION - LATINOS IN COLLEGE. While Latino students are the fastest group enrolling in college, many still fail to get a degree. The high costs of tuition fees are a barrier for many and still few Latinos request college loans. Those who stay, prefer Hispanic Serving Institutions. In this program, Dr. Antonio Flores, president of Hispanic Association of Colleges and Universities (HACU) in San Antonio, talks about what’s being done to bring down Latino dropout rates and what can parents and educators do to prepare kids to succeed in higher education. Dr. Flores also comments on the Higher Education Act, Texas’ school funding crisis, and the drive against underperforming teachers by the California administration.

HEAT STROKE RELIEF. A legislative bill approved by the assembly in California seeks to ensure that piece-rate workers in the agricultural and garment industries get paid rest periods. Another bill seeks to prevent heat deaths requiring standards to set procedures for immediate emergency treatment of heat illness suffered by farm workers. These and other items are discussed as part of a special farm workers’ health series.

MEGA-DAIRIES. California is the largest milk-producing state and the dairy industry has announced plans to continue building more large-scale feed lots. At the same time, a growing public outcry blames mega-dairies, confined feed lots with thousands of head of cattle, as heavy polluters that destroy rural areas.  Environmental groups note that dairy farmers were only recently required to meet clean air standards and demand large-scale operations should be better watched and regulated.

TEXAS-GUADALAJARA SIMULCAST – Leaders of Jalisco émigré groups in Texas comment on current issues, including the fund approved by Mexico this year to compensate veteran Bracero workers, the investments of money remittances migrants send home, health coverage of migrant families under the Seguro Popular, and the steps Mexican emigres are taking to vote in Mexico's elections. This binational program, broadcast in conjunction with the three-station network Radiarte in Guadalajara, also includes a pre-recorded conversation with Jalisco Gov. Francisco Ramírez Acuña, chair of the Commission for Migrant Affairs in the National Conference of Governors.

LOS ANGELES SIMULCAST. WORKERS’ COMP REFORM: ONE YEAR LATER. California Gov. Arnold Schwarzenegger signed last year a law overhauling the workers’ compensation system claiming that the high and rising costs hurt businesses and the economy. One year later, insurance companies say the reforms are working to control costs and bring predictability to the system and claim historic rate decreases. Meanwhile, injured workers advocates say the reforms have cut permanent disability compensation and took away injured-workers choice of doctor. They call for new reforms to cap greedy insurance companies profits and insurance premium rates. This is a debate in co-production with KPFK’s “Nuestra Voz” in Los Angeles.
